Tetsutoki Shiozawa 335d2edee2 Make tetherChangePermission to be secured for AppOps permission ...

Symptom:
AppOps verified the incorrect package of calling tether state
changing API.
It threw SecurityException by mistake.

Solution:
Pass the correct package name to enforceTetherChangePermission.
