Brad Ebinger 2186a56187 Catch ServiceSpecificExceptions properly when getting reg state/ transport type ...

We were not catching ServiceSpecificExceptions that were thrown,
causing unclear exceptions. Instead, return the default value when
the ImsService is unavailable.
