Steven Moreland 65e2ca2808 ScopedUtfChars: use proper nativehelper headers ...

libnativehelper exports headers under nativehelper. These were
available before incorrectly as global headers in order to give
access to jni.h.

Test: modules using ScopedUtfChars find headers
