Roshan Pius f4c912ec75 InterfaceConfiguration: Don't use @hide Sets class 
InterfaceConfiguration class is going to be jar-jar'ed by wifi (in
internal master). Remove this @hide usage to avoid transitive @hide
dependency on wifi mainline module.
