Wink Saville 2a3aa2a32e Work around for operator not being correct. ...

This is a STOPSHIP work-around until we figure out why
getSIMOperatorNumeric is not returning valid values.
It has returned NULL, "00000", "310004", "311480" and
once a value "83????", I don't remember the exact value.
