Brian Carlstrom 4b9b7c38e8 Add custom CloseGuard.Reporter for StrictMode ...

StrictMode now replaces the default CloseGuard.Reporter with one that
calls onVmPolicyViolation, which is a renamed version of
onSqliteObjectLeaked.
