Make TvPipNotificationController (formerly PipNotification) responsible
for handling broadcasts sent from the Pip StatusBarNotification.
Previouslt TV PipContoller was in charge of that.
Also, as mentioned above, rename PipNotification to
TvPipNotificationController.
