Require callers hold a new MANAGE_ROLLBACKS permission to interact with
the RollbackManager.
Bug: 112431924
Test: atest RollbackTest, with new test for permissions added,
and with selinux in permissive mode.
Test: atest CtsPermission2TestCases:PermissionPolicyTest
