Add a compiled-classes file. This is a threshold-1 set derived
from the same source data as preloaded-classes.
As the file added in this CL has a "-phone" suffix, it will not be
automatically picked up in the build.

Replace null checks is null object checks

A recent change replaced the null state during a setting
lookup with a null object, however missed to update some
null checks to be null object ones.
