Android Framework needs to know for each RestoreSet provided by
BackupTransport the properties of the transport (e.g. device-to-device
transport, encryption) that was used to obtain the data in the restore
set in question.

* TranslationContext holds source/dest specs, replacing spec pairs in
methods.
* TranslationCapability holds information on the translation models, as well
as a helper method to generate a TranslationContext for creating
translators.
* TCapability is meant to hold information about the translation models, and
provide information/flag on what the translator can support, versus the
TContext which will indicate exactly which supported flags should be
used and activated by the models.
* Added TM.getTranslationCapabilities, and add/remove TCapabilityUpdateListener

UX landed on a format where we have 2 neutral palettes, and 3 accent
palettes. It's the ideal format to play with elevation and hue rotation,
in order to have a more vibrant and less muddy UI.

These methods are used by ConnectivityService for synchronous
calls such as getActiveNetworkInfo, isActiveNetworkMetered, etc.
These calls must call into NPMS and acquire the NPMS lock because
they are synchronous. They cannot use the stale copy of the
policy rules maintained by ConnectivityService, because if they
did, races like the following could occur:
1. App gets broadcast/callback/....
2. App calls isActiveNetworkMetered or other synchronous method.
3. ConnectivityService's copy of the rules is out of date, so the
call returns stale information that the UID is still blocked.
4. The app thinks it has no networking, and does not call the
synchronous method again until some other event occurs,
potentially much later.
