Makes it consistent with the regular stop code path and allows
for the activity to be relaunched with the right state if a
relaunch happens after stop due to sleep.

When we create a file that already exists, we try attaching a suffix
like "(1)" to the filename to avoid the conflict. The newly added
rename method should do the same, since developers may not have
access to delete the conflicting file.

LoaderManagers configure their host callback lazily as their
associated fragment is brought up through its lifecycle states. In the
case of fragments on the fragment back stack this could happen very
late, if at all. As a LoaderManager's host callback references the
host Activity, this means that a LoaderManager could keep a destroyed
Activity reference alive.
Update the host callbacks of all LoaderManagers eagerly during the
restore non-configuration instance phase.

When support for lockscreen wallpapers was added in API level 24 the
behaviour for earlier API versions changed. Calls to the old 'set' APIs
no longer affect the overall device wallpaper, and can result in an end
user not being able to change their lockscreen wallpaper.
This upload restores the original API behaviour.

This contains the following changes:
1. Make NETWORK_AVOID_BAD_WIFI a tristate: 0 means never avoid
bad wifi, unset means prompt the user, 1 means always avoid.
2. Look at NETWORK_AVOID_BAD_WIFI only if the carrier restricts
avoiding bad wifi (previously, we relied on the setting being
null and defaulting to the value of the config variable).
3. Add an avoidUnvalidated bit to NetworkAgentInfo to track
whether the user has requested switching away from this
unvalidated network even though avoiding bad wifi is generally
disabled. This is set to true when the user selects "switch"
in the dialog without setting the "Don't ask again" checkbox.
4. Add a hidden setAvoidUnvalidated API to ConnectivityManager to
set the avoidUnvalidated bit.
5. Additional unit test coverage.

The bug complains that parents of a view under the drag location
don’t get drag events.
This is first of a 2 CLs that will restore the old functionality
(modulus fixing bugs) for pre-N apps.
This CL restores pre-N "nested" model of the entered state for
pre-N apps. It also makes possible restoring "nested" model for
LOCATION and DROP (implemented in a follow-up CL)
The CL replaces (for pre-N) generation of ENTER/EXIT events that
happens at the moment of changing the drag focus with generation
folowing the recursive delivery of coordinate-bearing events.

Converting the sensor timestamp to date/time requires checking
what the timebase of those timestamps is; getting it wrong will
create drift that increases with device uptime.

Currently, a container view that doesn’t accept events, but has a
child that accepts events, prevents its parent from receiving
LOCATION/DROP events while the drag is over the container (but not
the child). This is a bug.
With this fix, such a container will prevent the parent from
invoking a (second) LOCATION/DROP event only if the event was really
delivered to any of its descendants.
To know whether the event was delivered, I added
DragEvent.mEventHandlerWasCalled member.
EXITED/ENTERED events are now generated upon delivery of the event
that has coordinates in it.
Current view that has drag focus is now global to reflect the fact
that it’s one per process.

We can no longer return the "my_downloads" paths: if those Uris were
shared beyond the app that requested the download, access would be
denied. Instead, we need to switch to using "all_downloads" Uris so
that permission grants can be issued to third-party viewer apps.
Since an app requesting a download doesn't normally have permission
to "all_downloads" paths, DownloadProvider now issues narrow grants
toward the owner of each download, both at device boot and when new
downloads are started.
