Introduces a new protected hidden method that
specifies if the TextView (or descendant) widget
supports the autosize feature. All direct children of
TextView (besides EditText) support it.

Instead of relying on the window animation system, in the special
case of a swipe-dismiss, disable any default window exit animation
and perform a custom animation. This bypasses some bugs in the
window animator codebase and allows us to have a nice "rebound"
animation if the user doesn't swipe far/fast enough to trigger a
dismiss.

Added hidden pre condition codes for PO and DO provsioning.
Added hidden api checkProvisioningPreCondition, which returns codes
instead of boolean. Managed provisioning can use this to show
useful debug information and user facing error dialogs.

This patch adds first validation information to:
- ValidationProbeEvent, by extending the probe_type int field of to
also include a bit indicating if the probe was part of a first
validation attempt or not.
- NetworkMonitorEvent, by defining new contants for the event_type
field.

Mark input uint32_t[] as const. Use Read-only JNI
array access for input as it's faster than critical access.
Use non-movable arrays for TypedArray so that the address can
be resolved and stored, avoiding the need to do JNI array
access for the output.
Indicies is always non-null, so remove the optional checks.
Eliminate unused return value.
Benchmark results:
twelveKeyInflate 4963us -> 4713us
simpleViewInflate 73us -> 60us
