Instead of GRUU URI parsing cause NPE if the string is empty,
check to make sure the string is populated before trying to parse.

With the updated CTS UICC spec added this year, some SIM-dependent CTS
tests will need to do runtime inspection of the certificates available
to determine which SIM the test is running with. This information may be
used to e.g. selectively enable tests only for newer SIMs if they
require the updated hardware.

Moves SipDelegateImsConfiguration -> SipDelegate configuration
in order to not break existing impls and defines the new typesafe
alternative for sip configurations instead of bundles.

Problem:
CellInfoTest#testCellInfo fail
Root cause:
In CellIdentityNr.sanitizeLocationInfo, Nci is set to CellInfo.UNAVAILABLE
But in test case, CellInfo.UNAVAILABLE_LONG is expected
Solution:
Change Nci to CellInfo.UNAVAILABLE_LONG in CellIdentityNr.sanitizeLocationInfo

The current name of SipDelegate[Connection]#closeDialog assumes
there will only be one SIP dialog per SIP session and does not
adequately cover the case where a SIP INVITE has forked and
generated multiple dialogs for the same call-id.
Instead, rename closeDialog to cleanupSession, which is more
accurate and should be called after all SIP dialogs associated
with the SIP session represented by the call-id have closed.
