Change the meaning of "module" in PropertyInvalidatedCache to be a
string rather than an integer. One piece of the unit test has been
removed because of this.
Lint uncovered several lock errors. These are corrected as well.
The corresponding CTS test is updated in the next review.

Originally, View was implementing onBackInvokedDisptacherOwner, but now
only Activity and Dialog and since back event are related to the
window, it makes sense to move them into the android.window package

Only show a permission prompt if the activity is a launcher, the calling
app is the same as the opened intent app, or the
isEligibleForLegacyPermissionPrompt ActivityOption is set. Also prevents
the dialog from showing while the keyguard is locked.

- GMS-core is still sometimes seeing the app class being
instatiated multiple times.
Let's just cache the app instance to avoid such situations.
- Also removed some tentative WTFs, which have never been triggered.
(so they should be unrelated to the dup-app bug)

If the key is used by device attestation, it can only be used by the
user that generated it, as it's not parcelable. Hence, on devices
running with Headless System User Mode (HSUM), the key must be
generated by the "real" user's PO, not the DO (which runs on system
user).
