Reason for revert:
The protocol is not yet ready to be exposed and we are still unsure
what is the best approach.

Systemui can control when to allow vibrations on virtual key vibrations
on key down when overview proxy service is connected. This prevents
vibrations from KeyButtonView when swiping up over a navigation button.
This gives more control over haptics to systemui so that in the future
launcher can send haptic feedback when quick step begins.

Instead of computing the average on the device, upload the
total sum of the latencies. Server can divide by the event count
if it wants to get the average.
Also change the latency buckets to 1 hr, 2 hrs, 4 hrs, 8 hrs and
greater than 8 hrs.

We only stop scanning on timeout but don't limit the time the
user has to select a device.
So timeout != failure. Cleaning that up from javadoc to avoid confusion

Id65a7e36487375f0e3a2c2da44ad8d7c5ea49734 changes the typeface
associated with the TextView. It used be null if no attribute was set,
but after above change, it is now Typeface.DEFAULT.
The typeface is null means Typeface.DEFAULT but there is an expectations
in CTS that getTypeface must return null if no attribute was set.
To keep this behavior, call setTypeface with null if no font weight value
was set.
