b0b893f01f Only call onDisplayAreaInfoChanged if config actually changed 
onConfigurationChanged is called pretty frequently if anything in the
hierarchy changed. Avoid sending duplicate callbacks to the client if
the configuration didn't actually change.

Test: Rotate, only unique configurations in onConfigurationChanged

2f9987f507 Check user unlocked before write to /data/system_ce/0/snapshots 
When reboot device. TaskSnapshotPersister create directory
"/data/system_ce/0/snapshots" before FBE decrypt.
Then WTF occur.

d3f82689bf Add default frame rate setting 
Add a new priority PRIORITY_DEVICE_PEAK_REFRESH_RATE, and a new config
setting config_defaultRefreshRate which maps to that priority. This
allows an OEM to easily specify a default frame rate different from the
peak frame rate.

Test: - Added new unit tests to verify DisplayModeDirector handles min,
        peak, and default refresh rate settings correctly.

- Modified a Pixel 4 to set config_defaultRefreshRate to 60Hz, confirmed
  we default to 60, but that an app calling setFrameRate(90) switches us
  to 90.

- Confirmed that the "smooth display" and "force 90Hz" options on Pixel
  4 work correctly.

This reverts commit 25cbe9d7c7.

Fix resize info activity not showing in some cases

Show all visible activities in split screen primary window.
Add test to verify showing all activities.

Reason for revert: Adding back chagnes to fix original bug.
Seems that the changes in the original CL uncovered a different bug.

6b0c536b93 Clean up BiometricPrompt bundle 
We should stop using a bundle between BiometricPrompt (API),
AuthService/BiometricService, and AuthController (SystemUI)
For the below reasons

1) Bundles are too generic, and also less readable
2) Avoid needing to define default values everywhere
3) Cleaner interface
4) Convenience functions can be added within PromptInfo

We can consider having separate parcelables for
- BiometricPrompt->BiometricService
- BiometricService->AuthController
But that seems a bit overkill at the moment

77414fab19 Make IME source frame not smaller than nav bar frame 
In gesture navigation, nav bar frame is larger than frame to calculate
insets. IME should not provide frame which is smaller than the nav bar
frame. Otherwise, nav bar might be overlapped with the content of the
client when IME is shown.

bc23c7e813 Handle apps that upgrade to full conversations 
- Apps that have sent incomplete conversations only are allowed
into the conversation section, but not allowed to have full controls.
Users can also demote these apps entirely from the converstion space
- Once an app starts using complete notifications, it can no longer
be fully demoted out of the conversation space, it's only demoted on
a per conversation basis.
- If an app has sent full conversation notifications, and then sends
an incomplete one, the incomplete notification will not be shown in
the conversation space.
