ff9040693d Add READ_VOICEMAIL permission to privapp-permissions. 
For packages don't have READ_VOICEMAIL permission, CallLogProvider will
limit its access to voicemails by applying strict grammar check. Add
this permission to CallLogBackupAgent to avoid exception when backup and
restore.

83a8f97251 Add EVS permissions to CarSystemUI. 
- MONITOR_CAR_EVS_STATUS to get the status of EVS.
- CONTROL_CAR_EVS_ACTIVITY to generate the session token.

0df585fb8d Apply PictureInPictureSurfaceTransaction upon reparent 
When autoEnterPip from Task with multiple activities, besides passing
the mLastRecentsAnimationBounds we should also try to pass the last
PictureInPictureSurfaceTransaction to the new Task and apply both.

Changed also
- deprecate the last recents animation bounds and use the transaction only
- reset the transform once applied to the original task

Known issue: original task appears transparent in overview once.

f4562b5cee Remove fixed grant of READ_PHONE_STATE and cleanup 
No longer grant READ_PHONE_STATE as a fixed permission to all apps
holding READ_PRIVILEGED_PHONE_STATE. Also clean up the previous grants
by un-fixing the permission if the app requests it in the manifest, and
removing it altogether if the app only requests READ_PRIV.

Bug: 183537857
Test: manual -- prepare two system apps, one with READ_PRIV and
READ_PHONE and one with only READ_PRIV, then go through the upgrade flow
with this CL.
