1. we should let apps set their statement-cache size. right n ow it is 250
is the statement-cache size for all apps and that is wasting
a lot of memory. each prepared statement is averaging about 1k-5K,
depending upon the complexity of sql and schema.
mnake default 25 and let apps increase the size, if they need to.
2. in "adb bugreport" info, print stats on the statement-cache hits/missies
and size (in number of statement cached). this will help us understand
how statement-cache is being used

this is used in a few places to get access to the android.view.Surface
native surface. use a macro instead. Also rename the field to mNativeSurface.

This change removes some unused constants from BackupDataOutput

Rather than dispatch a message for every url in the db, send a message to the
WebCoreThread to handle the query and iteration. Update the documentation for
requestAllIcons.

Rework how switching between modes work so the caller can tell us
whether they want to go to home. (So car home launcher can now
tell us they always want to go home.)

Added ContentObserver to watch relevant Secure Settings.
Also added new policy-change broadcast to let settings know.
Lastly reorged things a bit so that all of our broadcasts are sent at boot so the sticky ones
are populated.
