With this change ApplicationLoaders.getClassLoader()
creates linker-namespace for the classloader at the
construction time. Before this change the namespace
was created on first load of a jni library.
With this change we ensure that every classloader
has initialized namespace associated with it.
As an additional advantage we now can avoid storing
namespace-specific fields in the classloaders.

The commit 6f06ad7df1
fixed a way to load native library for NativeActivity
by using classloader logic to find the library; which
also fixed the problem of native activity not working
when library is supposed to be opened directly from
the apk.
As a side effect it introduced regression - apps without
java code did not have correctly initialized classloader.
This change fixes this by constructing classloader with
empty dexpath but valid nativeLibrarySearchPath.

All depth formats are considered as non-high-res. Also compare depth
minimum frame durations instead of regular minimum frame durations
for depth formats.

This patch implements out of band pairing that uses optional data.
Currently, it works only for LE transport, using Temporary Key value.
In the future fields might be added to OOBData to support other options for
optional data.

The name DistinguishedNameParser is used by other libraries having the
same package, and some apps incorrectly include packages that are
present in the boot classpath. This relatively newly introduced
DistinguishedNameParser ends up hiding the ones in the libraries.

TEST: aosp_arm builds successfully.
If an end user disables the package that implements support for
Voice Assist (Google App) and reboots, an NPE is thrown during boot,
which results in the device getting stuck at the boot animation.
Recovery is not possible without USB debugging enabled, leaving factory
reset/user data wipe as the only other option.

* Allow forcing permission check. We want to modify the PackageInstaller to
use the PackageInstallerSession for better security / remove deprecated APIs.
In order to do this and continue to prompt for permissions, we need to prevent
the PakcageInstaller from auto-approving the permissions.
* Add originating UID to SessionParams. This is used for package verifier
checks.

ActivityThread has already all the needed information
(userId,sharedAppId) to create the profile file and set the correct
permissions on it. This avoids passing uids to the runtime which now
expects the profile file to be already created.
As part of this change:
- move the registration with the runtim in handleBindApplication
- register only if needed: we could properly setup a profile file and we
have at least one code path. Note that registration with the runtime is
done solely for profiling reasons.

There is a problem of AccountManager that onAccountsUpdated() is
called back even after the OnAccountsUpdatedListener is unregistered.
It may cause application crash.
For example, when rotating a tablet 180 degree with Settings apk
running, com.android.settings.Settings is re-launched 2 times
successively. (Destroy->Create->Destroy->Create)
It repeats adding&removing OnAccountUpdatedListener.
When dialog was being opened in the following cases,
NullPointerException at BackStackRecord.getBreadCrumbTitle()
was happened on 10 inch tablet which has 2 panes on Settings.
* Settings > Language&input > Language
* Settings > Language & input > Text-to-speech output > Speech rate
* Settings > Wi-Fi > Menu > Advanced > Keep Wi-Fi on during sleep
* Settings > Wi-Fi > Menu > Wi-Fi Direct > Rename device
This fix prevents the undesirable callback.

Allow bundled apps to reference platform native libraries
located in subdirectories of the default library path
(/system/lib/hw/* for example).
In addition to this bundled apps need to share native
libraries with default namespace. Added parameter to
ApplicationLoaders.createClassLoader() to do just that.
