ef410e3c1e Add support for fingerprint@2.2 and face@1.1 
This CL adds the necessary plumbing, but not implementation, to do the
following:

biometrics.fingerprint@2.2:
- enroll_2_2(..., handle windowId)
- authenticate_2_2(..., handle windowId)

biometrics.face@1.1:
- enroll_1_1(..., handle windowId)
- enrollRemotely(...)

Test: compiled face@1.0 HAL as face@1.1 and made sure it works

a0e6de15df Update StatsLogProcessor to handle BinaryPushStateChanged 
Also changed StatsLog to call write() instead of the hard coded function
in StatsService.

Test: gts-tradefed run gts-dev --module GtsStatsdHostTestCases

17d9d2f22f Scrollable inline keyboard suggestions 
Inlined keyboard suggestions are provided by the OS while
hosted by the keyboard. The clicks are detected by the OS
trusted code to release the data. Not all suggestions may
fit on the keyboard suggestion strip and the user may need
to scroll. To support this we are delegating the touch
event stream to the keyboard window as soon as the OS
detects that the user is not clicking, i.e. after a pointer
went down and moved more than the touch slop.

a75e26be99 Implement INetworkMonitorCallbacks#notifyNetworkTestedWithExtras. 
INetworkMonitorCallbacks defines notifyNetworkTestedWithExtras() for
notifying ConnectivityService of networks being tested along with a
PersistableBundle of extras. A new event is introduced for
NetworkStateTrackerHandler to notify the ConnectivityDiagnosticsHandler
before continuing with the normal processing for "network tested"
notifications. The event is also used in the
ConnectivityDiagnosticsHandler.
