Also add a new icon for the wallet tile as a fallback option - if it fails fetching the icon from QAW Client, the fallback icon will be used.

Restore behavior of the guest item in the keyguard user switcher to it's
original behavior:
- When signed in as guest, the guest item says "Remove guest"
- When no guest account exists, the guest item says "Add guest"
- When the guest exists but the current user is not guest, the guest
item says "Guest"

lockscreenSimpleUserSwitcher

Now that ag/13665338 is in, we shouldn't see crashes related to the AlphaTintDrawableWrapper anymore, so we can try this again.
This is nearly identical to ag/13535305, with two changes:
1) we pass the Theme to getDrawable() so we don't see warnings in logcat about undefined theme attributes
2) we use a placeholder drawable in the XML drawables instead of @android:color/transparent, which caused issues with the first tint not being applied

Refactor SizeCompatModeActivityController to WM Shell. The old one will
be removed in separate cl as there are some dependencies in other
packages.
This cl is mainly for refactor. Major change will come after.
Besides refactor, also changed the mActiveButtons key to TaskId, because
launcher Task will also trigger onTaskInfoChanged, but should not remove
the restart button on the same display.
