CarrierConfigTeset validates carrier_config xmls by comparing them to
static fields starting with "KEY_" declared in CarrierConfigManager.
This commit renmaes the key so the test passes.

Symptom:
Some date is truncated so can't be selected when setting
display size as large.
Root cause:
For DatePickerDialog can not scroll, not be displayed depending
on the display size.

Fix a crash in skia pipeline, which happens if an empty reorder
barrier is inserted at index 0 in a SkiaDisplayList.
Add a unit test that repro the bug (unit test is crashing wihtout
the fix and passing with the fix).
Test: built and ran skia pipeline with angler-eng and run HWUI unit
tests.

Revert addition of STREAM_ACCESSIBILITY as R.array.volume_stream_titles
needs to contain STREAMS.length entries in all languages,
whereas this had only been done for the default system language.

SCREEN_ORIENTATION_UNSET is an internal implementation detail of how WM
now handles WindowContainer requesting a specific orientation. The
container will return SCREEN_ORIENTATION_UNSET for getOrientation method
if it should affect the device orientation under specific conditions like
when it isn't visible. However, we still want to return the requested
app orientation if someone from outside WM asked for it regardless of if
the app is visible or not.

This led to an issue that atoken was added to opening apps,
regardless of its requested visibility state, thus making apps
visible that should not be visible at all, because once it's
added to opening apps, it will become visible when the app
transition is being executed.
