This patch changes the (tag: String, id: Int) keying scheme for network
notifications so that TRON notification counters can count network
related notifications unambiguously.
TRON instruments all notifications shown for package "android" as well
as user interactions with these Notifications. These counters are
grouped by id. However the network notifications ("no internet" dialog,
"captive portal sign in" dialog, ...) use a static tag and a dynamic id
for keying notifications, preventing the counters to correctly
aggregate. In addition there is also the risk of collision with other
SystemUi notification ids not managed by NetworkNotificationManager.
In order to make the TRON counters useful for network notifications,
the id is now encoding the network notification type in a stable way
while the tag is used to uniquely identify network notifications.
Test: change covered by previously added new unit tests.

This patch defines 4 new constants in metrics_constants.proto
corresponding to the 4 network notifications shown by
NetworkNotificationManager.
Estimates for the average number of notifications:
- SIGN_IN: 3/day/device
- NO_INTERNET: 5/day/device
- LOST_INTERNET: 5/day/device
- NETWORK_SWITCH: 3/day/device (turned off right now)

Previously, AndroidBidi was used instead, whch did a lot of extra work
just to detect a paragraph's direction. TextDirectionHeuristics stops as
soon as the direction is found, and avoids JNI too.

Move libandroid_runtime's headers into its source directory, and export
them to modules that link against libandroid_runtime. Also fixes
one unused-paramter warning that was hidden by the use of -isystem to

- Introduced generic RemoteAction to represents an action
that can be made across processes with an icon and text
description based on a Notification action.
- Modified PinnedStackController to ensure that it notifies
the listeners from the source of truth, this ensures that
SysUI is in the right state if killed and re-registers
itself.

Previously, we were using native strings. ICU has higher quality and
more comprehensive data.
Also adds parameters for specifying the format width (e.g. "2 hrs" vs
"2 hours").
