This is a simple first version in the spirit of small, incremental CLs.
It is fully functional but the following will come in later changes:
* Split screen support
* Potential animations
* Alt-tab behavior
* Relayout on orientation changes
The new activity is only started when a specific system property is set.
Test: Locally on Ryu device. Added tests for layout logic.

These files are safe to reopen for the same reason that files in
/system/framework are. They're regular files and will not change after
the first zygote fork.

We close the android logging related sockets prior as late as possible
before every fork to avoid having to whitelist them. If one of the
zygote's children dies after this point (but prior to the fork), we can
end up reopening the logging sockets from the SIGCHLD signal handler.
To prevent this from happening, block SIGCHLD during this critical
section.

The structure of files in MtpDocumentsProvider looks like
/device/storage/files. But MtpDocumentsProvider shows files
just under the device if the device has only single storage.
It causes a problem that MtpDocumentsProvider tries to create a file
under the device. Previously it tries to create a file with storageId =
0, which means MTP device choose a storage to store the file.
Because it only happens when the device has a single storage, the file
is properly written to the device. But the database in
MtpDocumentsProvider goes into the illegal state where the file is
placed just under the device.
