This issue always existed but now only became visible because
occluding/unoccluding Keyguard relies on activity transitions.
Test: Have pattern, lock task, unlock without 5 seconds, make sure
activity is not lingering around.

When loading classes from the jar file, we can't just use the
URLClassLoader since it can not enumerate files in a jar directory.
Restoring the ModuleClassLoader and making all paths relative to the
system class loader (as opposed to relative to the class location).

Test: Tested manually. Test app was developed to make sure that Samsung Print Recommendation plugin can find both Samsung and Mopria devices. Additionally MDNSFilterPlugin was tested on HP printers.

SCAN_NO_PATHS hasn't been used in the past several years, and was
introduced to deal with ASEC containers, and those are now handled by
DefaultContainerService.
SCAN_DEFER_DEX has been made obsolete by the JIT work we've done in N.

We know they will be ASCII, so use String.getBytes(US-ASCII) which is
much faster than creating a new ICU based CharsetEncoder for UTF-8 every time
we write one of these files (there will be a lot of them).

This patch introduces an assertEventuallyThat helper function in
ConnectivityServiceTest which given a boolean function retries until the
function returns true or until a maximum retry time is reached.
This function is used to fix flakyness of testAvoidBadWifiSetting where
the Message posted by reevaluate() could reach the Handler's
MessageQueue after waitForIdle takes effect, resulting in the test to
fail.
Instead of fixing the flakyness by introdcing hard sleep times,
assertEventuallyThat is used to reduce the overall test time.
With this change the test has been observed to pass with 100% success
rate over 50000 invocations.

This patch fixes flakyness of testRequestBenchmark by adjusting time
limit for callback registration from 100ms to 180ms, and time limits for
onAvailable and onLost triggers from 30ms to 40ms.
With these timeouts the test succeeds 100% over 5000 iterations.
When using 150ms for registration timeout, running the test 5000 times
fails 2 times.
When using 30ms for onLost timeout, running the test 5000 times fails
1 times.
In addition, this patch also cleans testRequestBenchmark and uses the
more stable SystemClock.elapsedRealtime() for duration measurements.

setDataEnabled requires MODIFY_PHONE_STATE or carrier privileges.

Although it's not technically necessary for the ephemeral installer
to hold the INSTALL_PACKAGES permission, it leads to a pretty
poor experience -- the user has to confirm ephemeral installation --
which is a primary reason for ephemeral apps.

Fix Skia render node projection to match HWUI. Port
