The dependencies to static libraries in frameworks should be removed
as many as possible to reduce a size of the system partition.
And that will improve coverage of the VNDK libraries because this
effort might find new necessary shared libs which were linked
statically before.
Size diffs of libs in /system/lib on angler-userdebug build are as
following.
libandroidfw.so : 243748 -> 205196 (-38552)
libhwui.so : 562028 -> 562580 (+552)
libmedia_jni.so : 293652 -> 293656 (+4)
(All the others have the same size.)
total: (-37996)
Test: building succeeded, and the image was tested on angler.

Moved the ambient notifications into the shelf
instead of having them behave with their own
physics. Previously the ambient notifications
were stuck in the old world behind the shelf,
but this doesn't make sense anymore.
This also fixed a bug where the notifications were
wrongly positioned on the lockscreen since the shelf
counted as a view that wasn't gone.

Introduced ParallelPackageParser. Parsing requests are processed by a
thread-pool (currently 4 threads). At any time, at most 10 results are kept
in RAM. This is enforced by the blocking queue.
scanDir has become a two-stage process:
1) Collects files for parsing and submit them to the parallel parser
2) Sequentially take elements from the parsing queue and process them by
calling scanPackageLI (as before)
Test: manual - device boots, all packages are parsed

Was meant to write test for bindDeviceAdminServiceAsUser, but
it can't be done without having tests for
getBindDeviceAdminTargetUsers first as bindDeviceAdminService depends
on getBindDeviceAdminTargetUsers.
A bit shocked by we didn't have any managed profile tests in
DevicePolicyManagerTest. Added managed profile support in the CL.
