a023924afd Create non-bypassable op restrictions 
Even if the app is privileged or has the audio retriction bypass it
can't bypass these restrictions.

These will be used for the mic and camera toggles since under no
circumstances should sensitive information reach the application layer
while the toggles are muting.

Test: Verify privileged app couldn't access mic when toggle is blocking

a274fd1c1a Draw splashscreen edge to edge 
- Switch from PhoneWindow to FrameLayout
 - Ensure the Action bar is not shown on the splashscree
 - Do not show the contrast scrim under the system bars

77e80b860c Remove unused IFontManager#updateFontFile(). 
The caller was removed in
commit 3de07491d3
This CL also does some cleanup:
- Extract OtfFontFileParser to a separate file.
- Remove boilerplate in UpdatableFontDirTest.

64dd223ed1 Log the battery saver changed atom on initialization. 
In order for the predicate to be read from the beginning, we need to
ensure the value has some initial state after device reboot
and after logging service starts up.
