1fcb7398d1 Trigger NetworkCallback events when private DNS usage has changed.
Relies on events sent from netd in aosp/578162.

Test: Added tests to ConnectivityServiceTest. Added a new test
class DnsManagerTest. Built a simple app that appears to
receive onLinkProperties events correctly upon manual changes
to the private DNS settings on a Pixel.

80b7a9f1b5 Don't unnecessarily reevaluate tethering provisioning
Registering for carrier config changes can deliver a sticky broadcast
and can cause Tethering to think something has changed and reevaluate
provisioning status, even though this has been checked before it
entered tethering mode alive state.

Additionally, move the provisioning_app{,no_ui} resources into the
TetheringConfiguration, if for no other reason than now we can log
it in .toString().

Test: as follows
    - built
    - flashed
    - booted
    - runtest frameworks-net passes
    - manual USB tethering toward WiFi works

7a26ba37f6 Refactor isTetheringSupported() calls
Tethering currently wants access to complex isTetheringSupported
logic that is only available in ConnectivityService. Instead of
trying to access that via ConnectivityManager, pass this capability
in to Tethering directly, in the TetheringDependencies object.

Also:
    - ConnectivityManager is only a source of static constants now,
      so "import static" all the constants that are actually used.

Test: as follows
    - built
    - flashed
    - booted
    - runtest frameworks-net works
    - manual USB towards WiFi tethering works

577164bd45 Fix PermissionMonitorTest that has been failing.
The fail is related to a recent fix to PermissionMonitor
that went into pi-dev only : ag/3799094, which fixed getting
the remote package name for the correct macro user instead of
the default. That fix had broken the test, this change fixes it.

Test: test now passes

5d0dc453e9 Add tests for IPv4 of dual stack tethering.
Also refactoring some Tethering and TetherInterfaceStateMachine calls
to address testability issues.

In evaluating whether "most" of the addressing space is
covered, the list of routes are obtained from a third-party
app, so it's possbile the system service stalls unless
some limit is enforced on how much work it has to do.
This change limits the number of routes to 400, as determined
by time measurement on various devices.

9f3bad7260 Notify the user and turn off tethering when the service is disallowed.
Added UserRestrinctionListener for turning the service off one the
DISALLOW_CONFIG_TETHERING is on into Tethering.  Added notification
about
tethering being turned off. Also added Unit Tests to test the
functionality
of the UserRestrictionListener added.

Test: Turn the tehering service on (either wifi, usb or bluetooth).
Automatically the system should send a notification about the service
being active.Close settings from recents. From TestDPC User Restrictions
switch on DISALLOW_CONFIG_TETHERING. The tethering should be turned off
and a notification should appear informing that the service is inactive.

327b809ad1 Refactor and clean up USB, add tests
Change UsbManager apis to use long instead of string, to match
usb hal. Change UsbDeviceManager internals to match as well.

Remove isFunctionEnabled and add getEnabledFunctions. Callers
would often call isFunctionEnabled for every possible function
to get the list of functions, so getEnabledFunctions reduces the
number of aidl calls.

Separate out dependencies between UsbHandler and UsbDeviceManager
and staticize the UsbHandler classes. Add unit tests with
mocked out dependencies to test state transitions for UsbHandler.

bb16b75b67 Fix default network validation overcounting
When switching from a validated default network to a new validated
default network (typically because of a better score),
DefaultNetworkMetrics would not reset the last validation timestamp.

This would cause the new default network to have a total recorded
validation time overcounted by the validation time of the previous
default network.

The following fix should be applied downstream for consumers of
previously recorded data:

  validation_time = min validation_time, duration_time);

9b2a10f55d Add "not congested" network capability.
Can be used by a network to indicate when it's congested, meaning that
apps should defer network traffic that could be done at a later time.

97bfd276fb IP connectivity metrics: NetworkEvents have transports
Also removes netId field from inside NetworkEvent and stop populating
the network_id field of the NetworkEvent field, deprecating it.

380a063858 DefaultNetworkEvent metrics: rehaul
This patch changes instrumentation of default networks and default
network events:
- stop logging events for default network transitions,
  but instead consistently log one event per continuous segment
  when one given network was the default, including logging an
  event for when there is no default network.
- keep a separate rolling buffer of DefaultNetworkEvent for
  dumpsys and bug reports.

These changes allow to simplify post aggregation of default network
event metrics by removing any need to do time series processing.
Instead, metrics and counters can be implemented withouth any ambiguity
by following the recipe:

% of x = sum(duration | x = true) / sum (all durations)

where x can be various conditions such as:
- the default network was validated
- the default network was WiFi
- the default network was IPv6
- there was no default network
- ...

Most importantly, this new logging scheme allows to measure much more
reliably:
- the % of the time that a device had Internet, in the sense that the
default network was validated.
- the time transitions between default networks, keyed by previous and
new transports/link layer, which allows to derive wakelock durations
and wakelock power costs from default network switches.

This patch also simplifies the dumpsys interface of the connmetrics
service and reduces the commands to three:
- "flush" for metrics upload.
- "proto" for printing buffered event in text proto format.
- "list" for listing all events and statistics.
