Call the updated native version of getDisplayDecorationSupport (added in
I961051c0a660b596039ac04b546040764ee20d34), and convert the NDK struct
into a Java class. Depend on the graphics AIDLs, which now have Java
backends. A future CL will update SysUI to call the new API.
Add a PixelFormat for R_8 to correspond to the native version. This will
allow SysUI to use COLOR_MODE_A8 when the HAL reports R_8.
If64fd6924960f592b7a211371bc2ca6536ae34f7 demonstrates using this.

Put the module classpath defaults into a separate defaults module,
such that users can choose to add the module symbols in a different
way.

The LogcatManagerService monitors all privileged (in AID_LOG group)
access to logd. Only Root and System Server can read the logd data
without tracking. Whenever the logd recieve privileged read data request,
the request is forwarded to the LogcatManagerService.
The LogcatManagerService can approve or decline the request via
binder RPC on logd service. The binder call is enforced by sepolicy.
That means only LogcatManagerService can use the logd binder service.
And only logd can use the logcat binder service.
The next step will add user consent requirement for the logd access.

Test: Reboot the device, then run "adb logcat" multiple times

Then make framework to use this module library.

IpSec is going to be moved into Connectivity module and it needs to
use PolicyDirection annotation. Add PolicyDirection IntDef annotation
so that it can be used in the module.

SPDX-license-identifier-GPL and SPDX-license-identifier-W3C are
false positives in the detector in binary files.
libs/usb/test/accessorytest/f_accessory.h is an original kernel
header file with GPL 2.0 license. Replace it with the file from
libs/usb/tests/AccessoryChat/accessorychat/linux/usb/f_accessory.h,
which is the same header after running it through bionic's script
to remove copyrightable information from the header.
Move CPL license into test-runner/ and test-base/ where it is
used.
