The title is now not using the spanned styling anymore
and the overflow is divided differently. Also fixed the
layout for RTL languagues and BIDI.

It uses density scaling to show a slightly smaller real time version
of the nav bar, so you can see edits without possibly breaking the
nav bar.
Also fix rotation in the tuner, cause it was broken.

- Adding background scrim that can be controlled across transitions
within recents. As a result, we can remove the status bar scrim.
- Moving the history view into the RecentsView now that it animates in
parallel with the task stack
- Transition home from history no longer goes back to stack view first
- Removing some extra allocations when going into history and loading

The views were based on a legacy systemUI notification.
We are now creating it in Notification.java in order to
always have the latest visuals and avoiding duplicate work.

area around the handle, the divider handles all these touches.
If touched outside of the black background divider, touch goes

which the touch trace moves gets the touches.

f3a62fbc58 added support for drawing
the background draweable when resizing an activity window.
However, after some additional discussion we decided that
R.styleable.Window_windowResizingBackground and
R.integer.config_windowResizingBackgroundColorARGB are not needed.
We use R.styleable.Window_windowBackground for the background
drawable and fallback to using R.styleable.Window_windowBackgroundFallback
which is now public if the first isn't set.

R.styleable.Window_windowResizingBackground allows an activity to
specify the background drawable that should be used when it is being
resized in multi-window mode. If unset, the system will try to use
R.styleable.Window_windowBackground if set, then
R.styleable.Window_windowBackgroundFallback if set. Otherwise, the
system default resizing background color set by
R.integer.config_windowResizingBackgroundColorARGB.
Also, use decor title color as caption background color when resizing
instead of black.
