ffc0b6e79a Adds LastLocationRequest SystemApi 
Creates a new LastLocationRequest object similar to LocationRequest,
specifically for useage with the getLastLocation() APIs. This allows
SystemApi clients to pass in important parameters like
locationSettingsIgnored, etc...
