Create a new DeviceConfig entry to replace the prior Settings entry on
which the location ignore settings allowlist is based. This allows us to
allowlist based on attribution tag, and eliminate holes for large
applications.

This broadcast doesn't contain any sensitive BluetoothDevice extras;
it only contains a single boolean indicating tethering state, so
relax it to no longer require the BLUETOOTH_CONNECT permission.

The txt was previously referencing VcnGatewayConnectionConfig.MIN_MTU_V6
which isn't part of the API. The API txt should be complete on its own,
so inline the value instead.
Similar case for appsearch annotations referencing non-API values.

Previously, any apps with a CDM association was allowed to start
foreground services from the background.
Now, only apps with
REQUEST_COMPANION_START_FOREGROUND_SERVICES_FROM_BACKGROUND
(or REQUEST_COMPANION_RUN_IN_BACKGROUND) are allowed to do so.
