During a time window between the point at which a webview package
becomes updated and the WebViewUpdateService receiving an intent
declaring this action the WebViewUpdateService APIs will return a
PackageInfo pointing to an old and possibly removed WebView package.
This means that any paths that PackageInfo is referring to could have
been removed.
Currently, we set WebViewFactory.sPackageInfo using one of these APIs
and we might thus try to use deleted paths to to load WebView. This can
cause crashes, so instead fetch a fresh PackageInfo and assign
WebViewFactory.sPackageInfo to that.
Also early-out in loadWebViewNativeLibraryFromPackage if the current
package version doesn't match that of the one fetched from the
WebViewUpdateService.

We send a handle to the generation tracker along with the first accessed
setting but don't send the generation id of when the setting was
actually looked up. So by the time the client gets the setting with the
generation tracker from which to get and cache the last generation the
setting may have changed. We need to pass the generation id along with
the value and the generation tracker.

We might have a pending MSG_RESIZED_REPORT, but if it's executed after
relayoutWindow, mPendingInsets will already be the new value and it'll
not forceLayout. So we need to forceLayout here to make sure the measure
cache is cleared.

If any /data/system_[c|d]e folders were not erased
when the user was removed (maybe due to a reboot),
make sure they're cleaned up on restart as well
as when the userId is recycled later.
Mark the users' system folders with the correct
serial number for later verification.
AccountManager shouldn't be querying accounts of
partially created/destroyed users.

It turns out that the performance of
InputMethodManager#getCurrentInputMethodSubtype() is regressed from ~1ms
to ~20ms when
- Settings.Secure.SELECTED_INPUT_METHOD_SUBTYPE == -1 and
- The active IME supports many subtypes (~100)
because we try to find a fallback subtype based on the system locales
every time when IMM#getCurrentInputMethodSubtype() is called.
This could be contributing UI janks because spell checker clients
running in the UI thread indirectly depend on that method.
Fortunatelly the critical path is in
InputMethodUtils#getImplicitlyApplicableSubtypesLockedImpl(), which is
basically a state-less method. We can easily and safely cache its
result by using LocaleList and InputMethod as cache keys.
With this CL the performance basically recovers to the Android M level.

Get the canonical identity and metadata about the package from the
Package Manager at time of usage rather than rely on the caller to
have gotten things right, even when the caller has the system uid.

there is another case where the SmallIcon could remain null.
We are now checking this lazily instead of ahead of time.
