Make SettingsProvider reset no-op for now.
...
Something is funky with how settings are being reset, so disable it
for now. We still eventually offer to reboot and wipe data.

Introducing clear package data intent
...
Clear data Intent can be called from any application and
executes in the PackageInstaller. The user will be asked
to verify that they truly want to clear package data via
an AlertDialog.
This was initially intended to be @SystemApi, but
conversations with API-Review led to it be public.
Test: Covered by a gts-test ag/1806256 and manually tested
by calling from com.android.vending (Play Store).

Refactored setCurrentFunction and setUsbDataUnlocked into single method.
...
This gets rid of an extraneous configuration change when going from
adb to adb + file transfer as previously the config would have been
reset once for functions and once for data unlocked.
It also simplifies some of the code.

Refactored KeyguardIndicationController and LockIcon.

Notes:
- KeyguardIndicationController can now be provided via the SystemUIFactory.
- Created a BaseKeyguardCallback to allow extention of KIC callback implementation.
- LockIcon can now be extended through the KIC to support an avatar icon for entering trust.

MessagingStyle: Fix buggy measure in MessagingLinearLayout

Fixes a bug in MessagingLinearLayout where we would not
recompute the height of it after applying the computed
insets to the text views, leading to incorrect padding
and in rare cases a cut off message at the bottom.
