The new ImsService implementations must be in place before

If a heads up notification was briefly removed right after
it was added it could linger around in systemUI until
the panel collapsed.
We need to make sure not to apply this improvement if
reordering isn't allowed, otherwise it will never time out

An activity's window is initially not visible. This means it is not
accounted for until it becomes visible, which means requested
orientations will not be honored until after onCreate.
This changelist removes the visibility check previously used determining
the orientation.
This changelist also addresses an issue where an ActivityRecord member
variable tracking the last configuration sent was not being initially
updated.

PlayerProxy: more control options (pan, delayed start),
remove exceptions in method signatures.
Use delayed start on notification playback for better sync
between media apps and notifications
Disabled for now: support for AudioService (through
MediaFocusControl and PlaybackActivityMonitor) to enforce
audio ducking of focus owners losing audio focus with
AUDIOFOCUS_LOSS_TRANSIENT_CAN_DUCK, and who don't
play audio that has a content labelled as CONTENT_TYPE_SPEECH.
This feature will be enabled when setting a VolumeShaper
on a player works.

* Fragment#isStateSaved: report whether a given fragment has been
through state save within its given FragmentManager. This will
additionally echo the state of its child FragmentManager, indicating
whether it is safe to perform transactions without losing state.
* Fragment#setArguments can now be called at any time before a
fragment's state is saved, not just before an internal index is
assigned. This fixes an issue with assigning arguments during
fragment inflation in some code paths.
* FragmentTransaction#postOnCommit: Add a Runnable to a
FragmentTransaction that will be executed once the operations in the
transaction have been fully executed. Transaction optimization may
mean that other transaction ops could run before this is executed,
or that specific operations from this transaction were optimized
out. (e.g. a fragment in this transaction was added, but then
removed in a subsequent transaction before pending operations were
executed.) This may not be used for transactions added to the back
stack, as we cannot persist the runnable for later to guarantee
running it when the transaction is reversed.

Firstly, pinned stack now uses final crop only, so we need to scale
to the width/height computed there, not as computed for the crop.
Furthermore mTmpClipRect is no longer used directly to set the crop,
so clearing it in the pinned animation code had no effect. This fixes
the worst of the visual errors so people stop filing bugs while I
rework this logic entirely.

Based on the API guideline, use of public variables are discouraged.
So update PasspointConfiguration and its associated classes to use
private variables with public accessor methods.
While there, cleanup unit tests to reduce code duplications.

Note DPM.wipeData() on a secondary user is now blocking, just like
it's been always blocking on the primary user.
Test: Manually tested wipeData() with ApiDemos, both on 1) the primary user,
2) a secondary user and 3) work profile.
