Tasks are some how leaking their dim layer. The root cause of Task
not properly cleaning-up its dim layer in Task.removeImmediately()
hasn't being identified, but the CL will prevent user devices from
getting into a bad state until we figure-out the cause for the leak.
Note that when this occurs the task has been completely removed from
the system and the only reference left to it is for the dim layer...

- When dragging slightly offscreen to minimize the PIP,
ensure that the bounds take the insets into account so

SQLite's internal representation for booleans is an integer with a value
of 0 or 1, so without this check, boolean values obtained via
DatabaseUtils#cursorRowToContentValues will always return false.

So they can be used again after rebooting or when the process gets
killed, but the snapshot is still used for recents.
Also implement TaskSnapshotLoader, to restore it from disk. The
infrastructure around restoring and caching snapshots for recents
will be implemented in the next CL.

This CL allows system code to retrieve persistent preferred activities
(default intent handlers set by a Device Owner or Profile Owner app).
Settings will use this information to indicate which default apps were
set by the admin.
There is no public PackageManager API. Settings will call via the
IPackageManager interface directly.

Since we may transfer starting data we can not store
AppWindowToken in that class.
Additionally, remove starting window directly if it was
transferred. The normal removing path doesn't really work as
the fields aren't set.
Also fixes a monkey crash in the same code region.
Test: Open a notification that creates multiple activities with
using TaskStackBuilder, verify no windows leaking.

If permissions review is enabled we allow individual
control of fine graned permissions in the SMS group.
This change ensures these permissions use the
corresponding app op as a switch to allow indifidual
control.
