A bad behaving service was causing the IMS registration
callbacks to block indefinetly waiting for the callback
binder implementation in another process to finish. Since
we update the IMS registration in a loop, we were never getting
to the updates for the other processes.
This change moves the AIDL definition to oneway. Since these
are callback AIDLs, the caller doesn't need to wait
for the callbacks to return before sending the others.

Get isim card data is obtained the default card data instead of the corresponding card data.

Adding the callSessionMayHandover API that allows
for the lower layers to indicate that the call session
may handover based on actions taken by the user/UI
layer.
The API provides current and target RAT information
pertaining to the possible handover.

Mobile Country Code (MCC) followed by the Mobile Network Code (MNC) according to 3GPP TS 24.008

In types.hal and ril.h, the scan status is defined as:
PARTIAL = 0x01
COMPLETE = 0x02
But in NetworkScanResult.java, the scan status is defined as:
public static final int SCAN_STATUS_PARTIAL = 0
public static final int SCAN_STATUS_COMPLETE = 1
This CL makes changes to NetworkScanResult.java so that the scan status
is consistent both in Telephony and RIL.

Consolidated all data allow/disallow logic into one method
and got rid of the obsolete isDataPossible. This is the
preliminary work for checking if data is allowed just right
before data connection entering connected state.

This CL includes the new Java API that supports async network scans.
Applications could get faster network scan results with this new API.
The long-term goal is to support Subsecond Switching which is separate

RIL_UNSOL_MODEM_RESTART will be sent by vendor RILs when it detects
a modem restart along with the reason for restart which could be a
crash signature if the modem restarted due to a crash or a some
other string such as a user-initiated restart or AT command
initiated restart.

In order to support IMSI encryption, the modem needs to request the
framework for the public key of the Carrier. The framework will pass
2 fields back, the public key and a string (which is a key value pair
to be defined by the carrier).

Make NMR2 voicemail columns public
getVisualVoicemailPackageName() and the IS_OMTP_VOICEMAIL is used by
the voicemail UI to filter out voicemails not from the current visual
voicemail app, for example legacy telephony voicemails or previous
default dialer. These voicmails all represent the same source and are
likely duplicates.
BACKED_UP and RESTORED are used by the system dialer voicemail back
up and restore feature in NMR2. Since there are no API bump, it was
hidden and made public in this CL instead. See ag/1803794
ARCHIVED is used to prevent locally saved voicemails from being
deleted during a sync because it does not exist on the server.

VisualVoicemailService can be implemennted by the default dialer to
provide a visual voicemail client similar to the OMTP visual voicemail
spec.
Other APIs such as the SMS filter and hidden text SMS sending are made
public and consolidated into the service interface.
