Currently, netd is the only source of tethering statistics.
In order to support multiple sources, define a new
ITetheringStatsProvider interface that can be registered with
NetworkManagmentService. Convert the existing code into the
first ITetheringStatsProvider.

There are a few AIDL-generated stubs that perform "destroy"
transactions and call "this.destroy()". Previously, this
resolved to the "destroy()" method from their interface on
ART while resolving to Binder.destroy() on the RI, though
this is a subject of a bug report against the JDK,
http://bugs.java.com/bugdatabase/view_bug.do?bug_id=8021581 .
Resolving to the private Binder.destroy, inaccessible to
the Stub, would lead to throwing IllegalAccessErrror.
As we're changing the method lookup to be closer to RI, see
https://android-review.googlesource.com/413119 ,
we should stay clear of the problematic cases whether we
make a decision to follow the RI precisely or not. Therefore
we rename the Binder.destroy() to Binder.destroyBinder().

Wrong description of the "tid" parameter used by getThreadPriority():
the function does not "change" the priority of the thread associated to
"tid".
Defined also the meaning of setting tid parameter to 0.

Make sure calls to readBuffer() and readEmbeddedBuffer()
get the correct size, parent and offset passed in, so
these can be validated by libhwbinder.
Modified HwBlob to take a length argument as well,
so it can be validated.

android.os.VintfObject has two methods:
- report: return device info that can be reported to OTA server
- verify: verify that metadata for a given OTA package is
compatible.

StatFs.restat() and the StatFs constructor can throw
IllegalArgumentException. This was not previously documented;
not all callers took this into account, for example:

This CL adds documentation to those methods. It also adds
comments to two of the callers.
Separately from this CL, we may in addition consider adding
new API StatFs.checkedRestat() and StatFs.checkedCreate()
or similar that throw IOException; we cannot change the
existing constructor and method since they are public.
Test: Checked that "make" still completed successfully.

The old .equals code uses Objects.deepEquals,
which does not handle for, e.g. ArrayList<byte[]>.
Create our own recursive HidlSupport.deepEquals
and deepHashCode method to handle these edge cases.

We simplified the way we track whether or not a dex file is used by
other apps. DexManager in the framework keeps track of the data and we
no longer need file markers on disk.
