- Add API in IUserManager to allow setting ephemeral user flag
- Implement and export this API in UserManagerService and UserManager
- Set guest as ephermal by default when createGuest in UserManager is called
- Handle guest user switching in UserSwitcherController for the case
of dynamic change of ephemeral state
- Add persistant notification when in guest mode to indicate
- if guest session is new or previously used.
- if guest session will be cleared on exit or not
- Add buttons in persistant notification to reset or exit guest
- Add flags to enable/disable this feature

Now use the namespace "activity_manager_ca".
Reason: When the device boots up, phenotype will reset all the values
in "activity_manager". To avoid it, we use a different namespace.

Use device config to control whether autofill dialog feature is enabled.
To support this, the autofill namespace of DeviceConfig needs to be exposed
for AutofillManager to read in the app thread.
There are augmented_autofill_mode, smart_suggestion_supported_modes and
compat_mode_allowed_packages existed in autofill space. These can be made
app readable.

This is more correct. Android devices, even under ideal conditions,
don't track UTC (which contains leap seconds and uses the SI definition
of a second) but use a clock based on Unix epoch time (no leap seconds,
but clocks may skip/stop or smear around leap seconds to ensure a fixed
number of second increments per calendar day when leap seconds are
applied to UTC).

Introduce a LAUNCHER_TASKBAR_EDUCATION_SHOWING setting for taskbar to
indicate that the education is about to be shown or is currently
showing.
After the taskbar education is dismissed, the letterbox education will
only be shown for a different task or for the same task once its compat
state changes and the letterbox education is eligible to be shown.

This new timeout will only apply when the device is docked, while still honoring any maximum timeouts set by DevicePolicyManager or WM.
