Support the legacy hardware shortcut can be deleted and
  software shortcut still keep be disabled.

cd4a08fb4a Create an until function to check location permission 
This util function will check whether the app has location permission
and whether the location mode is enabled for the users. This function
will be used by both connectivity service and wifi networks.

bec99bade4 Remove phoneId from ImsUceManager 
ImsUceManager does not need to be created per phoneId, since
the UCE service is created per subscription in RcsStackAdaptor.

c564b1dc33 Add Callback to notify changes of barring status 
-Create a BarringInfo class to pass Barring information
 from HAL to PhoneStateListener.
-Add a multi-callback registrant so that ServiceStateTracker
 and potentially DcTracker can also listen to barring info in
 the future.

df62ee6e16 Add flag for scrolling screenshots 
Adds a flag to control whether scrolling is enabled, separately
from the new UI flow. Currently this just controls whether the
'Extend' chip is shown.

f94db1c822 add parameter control to AlwaysOnHotwordDetector 
Per-model control to AlwaysOnHotwordDetector interface.
Models are selected by keyphrase and locale associated with the
AlwaysOnHotwordDetector instance.
