e4d26ca32c Move suggestExternalTime to TimeManager 
This CL moves suggestExternalTime method from TimeDetector to
TimeManager. Eventual goal is to make suggestExternalTime a System
API. Ideally all time related system APIs live in android.app.time
hence the move.

00f4c53592 [framework] Integrate new quantizers 
- WuQuantizer, CelebiQuantizer, and WSMeansQuantizer for implementing
Celebi's weighted squared means algorithm for color extraction
- CentroidProvider interface added; allows easy switching of what
colorspace/dimensions is used for clustering during color extraction

Test: Run, switch between a bunch of wallpapers,
switch dark/light theme, repeat ad nauseum. Unit
tests in separate Android Studio project hosting
the library pass, will add those to Android in separate CL.

Fall back to default if wallpaper for corresponding color is not

de862be6a8 Disable resetting WRITE_MEDIA_IMAGES and WRITE_MEDIA_VIDEO appops 
App holding System Gallery role is allowed WRITE_MEDIA_* appops by
virtue of the role. This allows the System Gallery app write-access for
images and videos.

When app preferences are reset AppOpsService toggles the appops for
all apps. Only the appops mentioned in sOpDisableReset are not toggled.

Disable WRITE_MEDIA_* appops to reset, as the system gallery app loses
write access on images/videos.

2c84695b71 Add new network process capability. 
- Introduce network capability which allows apps to access network
  despite power restrictions.
- Update NPMS to allow apps network access only if they are in a
  higher proc_state or they are hodling the new network capability.

50b3cc03e6 Move launcher activities to the back when back pressed on root task 
This change partially reverts the back button behavior change introduced
in: I48ec35f841ab3b306fe80845150000c390908f5e

Instead of always moving the task to the back when the back button is
pressed on the root task, we only do it when the activity that is open
is a "launcher activity". These are activities that act as the main
entry points into an application, indicated with an intent filter with
ACTION_MAIN and CATEGORY_LAUNCHER.

Test: manual: flash crosshatch, press back button on a launcher activity,
observe task is moved to back; press back on non-launcher activity,
