Stream use case indicates the purpose of a camera stream. By using
stream use case, the camera device doesn't need to use the stream's
format and immediate consumer surface type as heuristics to figure
out what the stream is for.

Currently we are calculating the requestList size using a fixed preview
size of 30fps. Support 60fps along with 30fps preview. This change
also updates the requestList size to 1 for high speed recording preview.

With the change to only having one override request at a time,
we can simplify the cancelRequest API in DeviceStateManager
to not require a request object and have the current
override request canceled. This API is still gated
around having the CONTROL_DEVICE_STATE permission or being the
top level app.

To simplify orchestration around handling multiple override
requests, we are reducing the OverrideRequestController to
only having one override request at a time. If a new request
is added, the previous request will be cancelled and removed.
This change also means that we can remove the SUSPENDED status
of a request and the accompanying callbacks

Change from associating via name to associating via physical input port.
This is more robust as there is less likely to be a chance of collision,
as well as less likely to have problems as the userspace language changes
(and therefore the user-visible name should also change).
