Move GraphicsStatsService to android.graphics package.
Move GraphicsStatsService JNI from libservices.core to
libandroid_runtime.
Declare GraphicsStatsService ctor as the only @SystemApi.
Remove MemoryFile usage from GraphicsStatsService, but use
SharedMemory and other SDK APIs instead. This is done to
avoid using unstable API MemoryFile.getFileDescriptor.
Propose new SharedMemory.getFdDup API for next release, which
is hidden for now.
Refactor statsd puller to avoid proto serialization by moving
data directly into AStatsEventList.
"libprotoutil" is added as a static dependancy to libhwui, which
should be fine because its implementation does not link anything.

* changes:
Rewrite handling of failed sessions (2/n)
Rewrite the broadcast receiver for ACTION_CANCEL_ENABLE_ROLLBACK (1/n)
Remove #mNewRollbacks (10/n)
Put rollbacks into #mRollbacks (9/n)
Add a flag to facilitate merging 2 rollback collections (8/n)
Now we check Rollback#isNewRollback for rollbacks that were originally
in #mNewRollbacks.
for (Rollback newRollback : mNewRollbacks) {
// Do something with newRollback...
}
will be replaced by:
for (Rollback newRollback : mRollbacks) {
if (newRollback.isNewRollback()) {
// Do something with newRollback...
}
}
Since mRollbacks includes new rollbacks, be careful not to apply
operations not appropriate to new rollbacks when iterating over
mRollbacks. Luckily most of the code is future-proof that needs no
changes.
Note now #mNewRollbacks is always empty. We will remove it in the next
CL.

Currently, every build a developer creates will be verified
against the Play Store verification system. For developers, this
is a completely useless step, takes up resources, and eats into
iteration time.
This CL disables verification for debug development builds that
are reinstalled over ADB. This keeps users who install OTA safe,
and lets devs avoid the cost of verification.
There is no reduction in safety for the end user as:
1) Verification can only be skipped when installing over ADB and
the "-t" as well as the new "--disable-verification" flags are
specified ("-t" isn't strictly necessary).
2) The user can already disable verification over ADB by simply
setting a flag.

Root cause:
TCM caches SystemTC. TCM.createTCSession returns a wrapper of
the same SystemTC and it just updates the sessionID
(and some other session related stuff) of the shared system TC.
That means, if clients call createTCSession multiple times for multiple
active sessions, all of these session TCs have the same session ID
(the latest one) because they all point to the same SystemTC.
It has been an issue since P. But we don't really have code that creates
multiple active sessions before R. In R, we create a session per each
notification, and thus hit the bug.
Solution:
Don't cache SystemTC. SystemTC is just a thin wrapper that forwards calls
to TCMS anyway.

Add the requestorUid & requestorPackageName fields to
NetworkCapabilities. This is populated by CS when
a new network request is received.
These 2 requestor fields are also optionally used for network
matching. All of the regular app initiated requests will have the
requestor uid and package name set by connectivity service. Network
agents can optionally set the requestorUid and requestorPackageName
to restrict the network created only to the app that requested the network.
This will help removing the necessity for the various specifiers to embed
the uid & package name info in the specifier for network matching.
Note: NetworkSpecifier.assertValidFromUid() is deprecated & removed in
favor of setting the uid/package name on the agent to restrict the
network to a certain app (useful for wifi peer to peer API & wifi aware).
