8f7f7ab98a Update mic/cam quicksetting toggles when user changes 
On a secondary/guest user the mic/cam toggles show for user 0. We want
the user-free calls to reflect the state of the current user so things
like the UI is accurate. Before this change the user free calls always
checked for user 0 since the context was cached in SensorPrivacyManager.

This change also fixes some issues with removing listeners.

Test: use toggles on main, work profile, and secondary user
      atest CtsSensorPrivacyTestCases --user-type secondary_user

d28177c7e7 Provide the way to enable/disable debug mode for logging egressed data 
Currently we provide the Shell command to enable/disable one debug mode
that we will log the HotwordDetectedResult and HotwordRejectedResult if
the debug mode is wnable. But we will reset the debug mode after one
hour from last enable.

a501b9b9cb DO NOT MERGE Fixed the padding of quick settings 
Quick settings was accounting for double the padding / or not enough
in most cases. The padding is now only on the quick settings itself
and the various workarounds in the build are reverted.
Media and the horizontal layout would obtain negative margins for
example, which where just cancelling themselves out.
