Updating TTS engine interface for setting the language based on language, country and variant codes
This change adds new APIs to control the gesture's path by deciding whether the
path should be drawn and by getting the ability to get the Path itself and
draw it differently.

The 'list sets' and 'restore token#' commands from bmgr now do what they are
supposed to. At this point we see the restore target's data being cleared
properly and its agent being launched and invoked for restore.
As with the recent change to make a touch bring up the WebTextView,
so that the trackball can be used, and we get text editing goodness,
we also need to bring up the WebTextView when clicking the trackball.
Also do not call overrideUrlLoading for an input field and add a
comment.

Add the extra data definition for append location in the VIEW request to the Browser.
The old code put the textfield in focus, and resulted in editing
the text semi-appropriately, but now we actually bring up the
WebTextView so that we properly handle the arrow keys, as well
as any substitution that is necessary. This fixes
http://b/issue?id=1918883
This change removes all location code from the
system search dialog. The code was out of sync with
the EnhancedGoogleSearchprovider, and was possibly
responsible for some network location provider
crashes.
Instead we will try to make EnhancedGoogleSearch persistent, so that
it has a reasonable location most of the time.
Make the blinking caret active when the user actually starts editing
text. To be consistent with that idea, do not rebuild the WebTextView
when the WebView regains focus. Now sendMouseMoveIfLatest takes a
boolean parameter to determine whether to make the focusController
inactive. Requires a matching change in webkit to pass a parameter
to the method. Now that we only call setFocusControllerActive with
false, change the method to no longer take a boolean parameter.
Change names to reflect that.
This change also reflects a behavioral change. If the WebView or
its window lose focus, we do not restore the blinking caret when
focus returns.
Do not disable a route unless routes is zero, to avoid accidentally disabling
if the same route is enabled twice in a row.
