5b01fcc846 Remove duplicate binding of RowContentBindStage 
This did not need to be bound in the
ExpandableNotificationRowComponent as it was already injectable
globally. This silences a dagger warning that would have eventually
become an error:

a12966975c Change LicenseHtml search path from product_services -> system_ext 
product_services partition is not used anymore, its name is changed to
system_ext, so following this, change path in LicenseHtml

6e75720db3 Remove the watchdog's fd tracker. 
The existence of both fdtrack and the older OpenFdMonitor is confusing
to partners, and not obviously useful because the fdtrack limit is so
much lower than the OpenFdMonitor limit (now that the default
RLIMIT_NOFILE is 32Ki).
