1fc831d578 Keep USB disconnected receiver active when ADB activity in bg 
When a new adb connection is attempted adbd will send the system's key
to the framework to prompt the user for consent to authorize the
connection. If another app is displayed over the adb prompt and the
user is not able to switch foreground apps (for instance during setup
wizard) the user will not be able to authorize the connection. This
commit keeps the USB disconnected receiver active even when the ADB
activity is in the background; if the user reseats the USB cable the
existing activity will be able to notify adbd and terminate, and a
new activity can be displayed in the foreground allowing the user to
authorize the connection.

Test: Manually verified the activity terminated and a new prompt was
      displayed after reseating the cable with the ADB activity in bg

f470edeff3 Skip carrier priv check for trusted UIDs 
Checking carrier privileges for UIDs with lots of shared apps can incur
a significant performance hit. For UIDs that are fixed and trusted
(system and phone), skip the permission check and always allow.

Test: manual verification -- observed lower rate of cache misses for
getPackageInfo from com.android.phone.

cc8d4f6860 Disable DUN APN while roaming for certain carriers 
Some carriers would like to use default APN for
tethering while the device is roaming. Added a new
carrier config to disable DUN APN while the device
is roaming.

9406f1dea8 Grant visibility even when not granting URI perm 
This change modifies the flow of uri permission grants to ensure that
even when we're not granting URI permissions, we still take the
opportunity to grant app visibility.

This change also re-grants visibility based on any persisted URI grants
at boot time.
