As per CDD: The "android.*" namespace for intent constants is reserved for public
Android API in AOSP. (Whether public to the full SDK, @SystemApi or
defined in AOSP support libraries.)
ACTION_CARRIER_SETUP intent is generally useful for carrier privileged
apps which is unbundled carrier apps, thus move to public APIs

Java API changes to support MediaCas framework.
Also add partial-frame related enums to MediaCodec,
MediaCodecInfo, and MediaExtractor as a way to indicate
a input frame contains partial data.
Test: basic test app and test plugin to execise the code path;
impelenting playback of CAS-secured MPEG2TS streams, including
a Widevine-based CAS plugin, locally modified ExoPlayer and
Android TV Tuner input.

Had to add a new ctor to get a Context instance and deprecate the
single arg ctor. Since this was being done I also took the opportunity
to replace the Handler param with an Executor which is more
appropriate in this case.
I'll remove the deprecated ctor once I've updated all of its
call points.

Spinner is a special kind of list-value field because its auto-fillable
values are not currently present in the assist structure: this change
adds a getAutoFillOptions() to fill that void, and implements the
auto-fill APIs on Spinner.
It also fixes RadioGroup.getAutoFillValue() - it should return the index
of the child, not its resource id.

This gives developers a way to collect package-level stats, even if
it means we have to use manual calculation for sharedUserId apps.
Also round size of storage devices to nice power-of-two values so we
do a better job of matching retail packaging.

Two methods on AccessibilityService were declared abstract, but
there doesn't seem to be a good reason for them to be abstract, as
it's possible to write an accessibility service that doesn't do
anything useful with the methods. Removing the abstract qualifier
to reduce boilerplate for service developers.

This patch cleans obsolete code related to IP connectivity metrics:
- remove @SystemApi on android.net.metrics: now that metrics events
are processed and serialized in the frameworks only, event classes
should not appear in the system apis.
- remove obsolete Logger classes: ConnectivityMetrics app was the
unique user of ConnectivityMetricsLogger until nyc-mr1. From nyc-mr1
the app started using dumpsys to get metrics for IpConnectivity and
Telephony, which made ConnectivityMetricsLogger obsolete.
- simplifications in MetricsTestUtil

When sending a ViewNode to the auto-fill service, it's necessary to sanitize
it so it does not contain PII (Personally Identifiable Information).
A good rule of thumb is to mark as sanitized nodes whose value were statically
set from resources. Ideally, that logic should belong to View, but View does
not know how its contexts are set, so the decision must be made by the
subclasses, and this CL implements that logic on TextView (which is the main
auto-fill type - others will come soon...)

Fleshes out remainder of allocation implementation, where we offer
to clear cached data to satisfy the allocation request. To prevent
abuse, we never let apps allocate into either the minimum cache space
or low storage space.
Clean up quota APIs to require the caller to pass in the path they're
interested in, and we resolve the underlying filesystem for them.
Defines settings that can be used to tweak the minimum cache space.
