generateViewId provides a way for applications to generate opaque ID
values suitable for use with View#setId that will not collide with
values generated by aapt for R.id.
Fix a bug where RadioGroup assumes object hash codes will always be
positive.

When calling setChecked() from a listener which is invoked by
the Switch toggle, setChecked() will be called recursively,
causing the value of mThumbPosition overridden by the outer
setChecked(). This make the nested setChecked() unable to update
the "Thumb" position correctly.
Set mThumbPosition to sync up with the exact checked state of
the Switch to avoid update error.

The activity notification is received from netd, an intent
DATA_ACTIVITY_CHANGE is then raised for other part of the system to
consume.

Use proper layout height for MediaRouteButtons generated from
MediaRouteActionProvider.
Update ActionMenuView's LayoutParams handling to correctly propagate
width/height values if the supplied LayoutParams is of a different
type.

Test report for the time spent in each signal strength bin, along
with the number of times that bin was entered showed the result
as Bin=3 Time=3211926000 Count=0. With a non-zero Time, the Count
value 0 was wrong.
The cause of the problem was that getPhoneSignalStrengthCount() used
mPhoneDataConnectionsTimer, instead of mPhoneSignalStrengthsTimer,
to get the count.

Also turn on Bluetooth in System Server if needed.

Previously any geofence (proximity alert) would turn the GPS on at full rate.
Now, we modify the GPS interval with the distance to the nearest geofence.
A speed of 100m/s is assumed to calculate the next GPS update.
Also
o Major refactor of geofencing code, to make it easier to continue to improve.
o Discard proximity alerts when an app is removed.
o Misc cleanup of nearby code. There are other upcoming changes
that make this a good time for some house-keeping.
TODO:
The new geofencing heuristics are much better than before, but still
relatively naive. The next steps could be:
- Improve boundary detection
- Improve update thottling for large geofences
- Consider velocity when throttling

1. The window manager was not notifying a window when the latter
has been moved. This was causing incorrect coordinates of the
nodes reported to accessibility services. To workaround that
we have carried the correct window location when making a
call from the accessibility layer into a window. Now the
window manager notifies the window when it is moved and the
workaround is no longer needed. This change takes it out.
2. The left and right in the attach info were not updated properly
after a report that the window has moved.
3. The accessibility manager service was calling directly methods
on the window manager service without going through the interface
of the latter. This leads to unnecessary coupling and in the
long rung increases system complexity and reduces maintability.
