- Provide base Intent in the two-pane Settings API.
By returning an Intent with ComponentName, this makes it easier
to embed the Intent into a SaferPendingIntent.
- Only support API for scv2 platform.
- Update BuildCompatUtils to support isAtLeastSV2 and isAtLeastT.

Add two APIs
1. isActivityEmbedded() knows whether current activity is
embedded in the Settings app or not.
2. shouldHideBackButton knows whether current activity is
suggested to show back button or not.

Prior to this cl, we only can get the default value set in the AndroidManifest.xml.
It won't return the real enabled state after we modified the component state.
Test: Install apk and see if the search highlight works.
